This letter is written to OPPOSE S.2417, named the "Water Pollution Program Enhancement Act of 2000"
This bill as it presently stands will potentially undermine the Clean Water Act's Total Maximum Daily Load (TMDL) program. Pilot programs for state alternatives and proposed studies such as that conducted by the National Academy of Sciences will only serve to delay action to clean up our waterways.
Time is one of the biggest enemies in the environmental fight - solutions must be found and put into place immediately before irreversible damage is done. Rather than create more excuses for delay and weaken the Clean Water Act, which S.2417 will ultimately do, we urge Congress to:
- 1) Ensure that adequate resources are being allocated to implement critical programs already in place.
- 2) Encourage states to move expeditiously to establish TMDLs to restore polluted rivers, streams,lakes and coastal areas.
- 3) Oppose bill S.2417 as it will potentially damage rather than enhance the water pollution program.
